Maybe the cloud came out of the pipe, and its purpose is to make skinny clouds. That building could contain the skinny cloud makers workshop.

If the building has a flat roof, which most of them appear to have, the pipes might be for drainage. Although not sure they would need to stick out that far. I believe the cloud did come from the pipe. Nice eye.

Thanks! That’s what confuses me about the pipe, because drain pipes are usually a lot shorter. Which I guess leads to the obvious (?) conclusion that it is a cloud-pipe!
