This is most intriguing – what was it?

I found this in downtown Spur, where there are several gaps between buildings, mostly from fires (I think). Someone painted this mural of the bank on one of the gap-sides, maybe in an effort to disguise the fact that there wasn’t actually a building right there any more. I don’t know what the arrow sign was doing there, other than pointing to, well, nothing!
