This is just a guess on my part, but it looks as though the old hotel has found new life as a retirement home.

Graffiti artists have marked the east-west divide on a wall that runs north and south. That seems confusing.

Painted topiaries add a whimsical note to the street, don’t they? They may well be the only topiaries in town, although I will admit that I did not do a complete inspection.
